The Yorkshire club are looking to strengthen their backline after earning promotion back to the Premier League following 16 years outside the top flight.
Holding is an option for Leeds, as he is now surplus to requirements at the Emirates Stadium.
Mikel Arteta has added William Saliba to his squad this summer following his season-long loan back at Saint Etienne.
The likes of Holding and Sokratis are now up for sale, with Arteta reportedly having transfer listed a host of players from his first-team squad, with as many as 15 available in the market.
With Arsenal open to offers for Holding, Leeds have a free run at the 24-year-old if they wish to sign him.
He has gained solid experience with the Gunners, although was limited for game time last term.
Holding made just eight Premier League appearances in the 2019/20 campaign
